Importing private-label reed diffusers and candles into Brazil

A useful quotation starts before the unit price. Brazilian buyers need to separate candles from liquid home-fragrance products, confirm the local classification route and give the manufacturer enough packaging and delivery information to calculate the right project.

Why Brazil deserves a specific page

The market signal is real, but the product route still needs checking

World Bank WITS, using UN Comtrade data, reports that Brazil imported about US$2.98 million and 211,372 kg under HS 330749 in 2024. China was the largest reported origin in that dataset. This code covers a broader group of room-deodorizing preparations; it should not be treated as proof that every reed diffuser has the same Brazilian NCM or regulatory route.

For a buyer, the practical question is not simply “Can you ship to Brazil?” It is: which finished product is being imported, who is the local responsible company, what documents are needed for that formula and how will the retail pack be labelled?

Step 1

Classify each finished product, not the collection name

“Home fragrance” is a commercial category, not a customs code. A candle, a reed diffuser, an alcohol-based room spray and an electric aroma device can follow different classifications and administrative treatments.

Candles

Confirm wax composition, finished form, wick, decoration and intended use. Do not reuse a liquid-fragrance code for a candle.

Reed diffusers and room sprays

Confirm formula, solvent or base, fragrance percentage, capacity, intended claims and pack format before classification.

Electric aroma devices

Confirm the device type, power version and liquid system. A water-based humidifier is not the same product as a waterless pure-oil nebulizer.

Brazil's Receita Federal explains that NCM is the regional Mercosur nomenclature used in foreign-trade operations and that the code affects taxes, administrative treatment and import licensing. The local importer or customs broker should make the final classification decision using the current Sistema Classif.

Step 2

Let the Brazilian responsible company review the formula and claims

Anvisa's current public guidance lists odorizers and odor neutralizers among examples of lower-risk saneantes that may use a notification route. It also states that a company importing saneantes needs the relevant local authorization. This does not mean every fragrance product is automatically exempt from registration.

The intended use and claims matter. A product described only as perfuming an environment is different from one claiming antimicrobial, disinfecting or other functional action. The buyer should give the local responsible company the full formula and proposed claims before approving artwork or placing the bulk order.

Manufacturer prepares

Finished-product specification, formula information available for the project, SDS/MSDS route, fragrance documents and packaging materials.

Brazilian importer confirms

Local company authorization, product classification, notification or registration route, responsible-party information and final label requirements.

Both sides freeze

Formula version, fragrance code, fill weight or volume, claims, label text, packaging and approved sample.

Step 3

Freeze the retail pack before the production quote

Brazil projects often slow down when the buyer asks for a finished price before the bottle, label and box are defined. The quotation should state which parts use existing components and which require custom tooling or supplier minimums.

  • Cap, inner plug, spray head or reeds
  • Leak-control and sealing method

Artwork

  • Portuguese consumer text
  • Local responsible-party data
  • Batch and traceability fields
  • Warnings and use instructions

Outer packing

  • Individual box or label-only route
  • Insert and glass protection
  • Carton quantity and dividers
  • Heat and long-distance transit review

Existing suitable components may support a private-label evaluation from 200 pieces. A custom bottle, mold, direct print, box or insert can have a separate MOQ. The quotation should show those limits instead of hiding them inside one general quantity.

Step 4

Calculate landed cost with the right destination information

A product price is not a delivered Brazil price. Before comparing suppliers, give the delivery city and CEP and ask which costs are included under the proposed trade term.

Product side

Unit price, sample, mold or setup, label, box, insert, cartons and testing or document costs requested for the project.

Transport side

Pickup, China export handling, ocean or air freight, insurance, destination handling and inland delivery.

Brazil side

Import duties and taxes, broker charges, administrative treatment, local regularization and storage risk. These are confirmed by the importer and broker.

For fragrance liquids, route acceptance depends on the actual formula, flash point, SDS/MSDS, packaging and carrier. A shipping estimate for one sample or formula is not a standing promise for every SKU.

Samples for candles, reed diffusers and room sprays are usually prepared in about one week after the product, fragrance and artwork direction are fixed. Complex bottles, molds or packaging require separate confirmation. Bulk timing is confirmed after the quantity, product, packaging and production schedule are reviewed.
